Main Duties and Responsibilities

• Establish and maintain partnerships with other functions and programmes to develop and deliver compliant and accurate rolling stock and train crew stabling and deployment specification proposals for new and cascaded fleets.
• Manage the production / publication of all fleet test train timetable, stock, and resource plans, to the agreed specification which are compliant with industry and business process / timescales.
• Manage the production / publication of all fleet cascade amended timetables, stock, and resource plans, to the agreed specification which are compliant with industry and business process / timescales.
• Establish and maintain operational partnerships with equivalent supervisory roles in Network Rail System Operator to influence fleet cascade planning outcomes to meet the specification proposals.
• Establish and maintain partnerships with Operational Planning teams and suppliers to identify, understand and develop system and process change project proposals to increase functional capabilities and efficiencies.
• Manage user-acceptance-testing with suppliers for new and proposed system enhancement projects.
• Manage and facilitate the system release processes with the supplier and internal change management and release management processes.
• Manage and facilitate end-user training and briefing for system and process changes in the function.
• Produce and maintain detailed project plans for operational planning projects which report milestone progress, risks, issues, and opportunities.
• Line-manage a small team, managing workload effectively and supporting team development.

 Skills and experience needed

• Experience of an Operational and/or railway/transport environment.
• Experienced management skills and the ability to motivate, direct, influence and engage with people at all levels.
• Experience of successful project management and problem-solving complex challenges.
• Knowledge of key team interfaces between departments in EMR and with Network Rail / other operators.
• Excellent communication skills, both written and verbal and an ability to influence decision makers.
• Ability to work on own initiative, self-motivated and able to set and achieve demanding targets and objectives.

East Midlands Railway (EMR) is looking for an experienced Senior Category Manager to join our Procurement team based in Derby on a Fixed Term Basis.  This role is part time over 2 days per week. 

This is a key leadership role responsible for delivering the Indirect Procurement Category Strategy, leading tendering activity across the business and ensuring that EMR achieves maximum commercial value from its supplier partnerships.

You will play a central role in managing the full procurement lifecycle – from strategy development and tendering through to contract award and supplier relationship management – while ensuring compliance with procurement governance and the Procurement Act 2023.

Working closely with stakeholders across the business, including Finance, IT and the Department for Transport, you will help shape procurement activity that supports the delivery of the National Rail Contract and wider EMR business objectives.

Key Responsibilities

• Lead and deliver the Indirect Category Plan, acting as the subject matter expert for the category.

• Ensure procurement activities comply with UK procurement legislation, governance and company policies.
• Lead stakeholder engagement across departments to ensure procurement supports operational and project requirements.
• Deliver against Procurement KPIs within the National Rail Contract.
• Identify opportunities to collaborate with group procurement teams to maximise value and efficiency.
• Maintain governance of the contracts database and procurement reporting.
• Lead sustainability improvements within the supply chain in line with ISO20400 sustainable procurement principles.
• Provide reports and recommendations to senior leadership and governance forums.

Essential Skills & Experience

• Degree qualified or equivalent experience
• MCIPS qualified or working towards
• Public Sector Procurement experience 
• Strong experience in Indirect Procurement category management
• Proven experience delivering tendering and procurement processes end-to-end
• Strong contract negotiation and supplier management skills
• Excellent commercial and analytical capability
• Ability to interpret and analyse complex spend and procurement data
• Strong stakeholder management skills with the ability to influence at all levels
• Ability to manage multiple priorities and deadlines

We have an exciting opportunity to join #TeamEMR as a Senior Commercial Insights Manager.

In this role you will lead EMR’s commercial insights and analysis function. You will be responsible for overseeing thorough revenue forecasting and reporting as well as development of new commercial analysis tools and capability. You will manage and develop a high-performing team with a shared purpose of understanding revenue performance and identifying opportunities for growth.

What you’ll be involved in:

Strategy & Insight

• Develop and deliver the commercial analysis and insights strategy, ensuring there is clear strategic direction for the team
• Provide clear, tailored analysis to senior stakeholders to build commercial awareness and support data-driven decision making across the organisation
• Lead the commercial research programme, developing a pipeline of market research proposals, building strong business cases and ensuring outcomes from projects directly shape our commercial strategy

Financial Planning & Performance

• Accountable for the creation of annual budgets and quarterly forecasts for passenger revenue, car park revenue and commissions
• Oversee the creation of high quality, timely and accurate revenue reporting to ensure performance is well understood across the business, with outputs suitably tailored to the audience
• Ensure business proposals and projects consider commercial impacts and are optimised to maximise their revenue benefits
• Monitor and mitigate commercial risks, protecting EMR and industry revenue through periods of change

Leadership & Commercial Culture

• Lead and develop a high-performing Commercial Insights team, setting clear priorities, managing workload effectively and supporting the growth of team members
• Champion commercial thinking across the business, educating stakeholders on revenue drivers and influencing decision-making
• Represent the business at industry forums including advocating for outcomes aligned to EMR’s interests

What we need from you:

• Educated to degree level or equivalent
• Highly skilled in numerical analysis, with significant experience of reporting and analysis, forecasting, financial modelling and data management and visualisation
• Commercially astute, able to interpret performance drivers and influence outcomes
• Proven leader with experience managing, motivating and developing a high performing team
• Confident communicator, able to translate complex data into clear insight for varied audiences including at exec level
• Strategic thinker, able to develop and evolve high performance business strategies
• Highly organised, with strong attention to detail and workload management experience
• Advanced user of Excel and data visualisation tools such as Power BI or Tableau

Experience or knowledge of UK rail revenue processes and industry systems is advantageous but not essential.
