We have an exciting opportunity for a  Duty Resource Centre Manager. In this role you will lead the on-the-day deployment of train crew resources ensuring a safe and effective crew coverage to deliver the planned service and respond to disruption. 

Based at our Bateman Street Location in Derby

The Duty Resource Centre Manager will:

• Manage day-to-day deployment of all safety-critical and front-line staff to ensure the safe and punctual delivery of the train service.
• Monitor real-time staff availability and proactively allocate relief or spare resource to mitigate short-notice shortages.
• Ensure all deployed staff remain fully compliant with route, traction and working-time requirements, escalating any risks as appropriate.
• Work collaboratively with Train Service Managers to re-plan crew during disruption, ensuring train services remain robust and that contingency plans are enacted effectively.
• Communicate duty changes, disruption updates and relief arrangements to staff promptly and professionally.
• Support incident response by arranging crew cover, transport, and redeployments during operational events.
• Record and report on staffing issues, including shortfalls, overtime usage and disruption-related resource impacts, providing clear handovers to colleagues.
• Maintain a strong customer-focused ethos by taking resourcing decisions that minimise cancellations and protect service delivery.
• Be responsible for monitoring sickness levels of Traincrews and providing timely reports to the functional Managers

Who are we looking for?

We are looking for someone with great interpersonal skills, clear thinking and organisational ability. The ideal person will be able to retain detailed knowledge of train crew conditions of service and local codifications. An appreciation of Health and Safety legislation and understanding of the disciplinary procedure would be an advantage.

Please note this role involves shift work which covers a 24 hour period.

In this role, you will lead EMR’s commercial insights and analysis activity, combining customer research with robust revenue reporting to understand performance and identify growth opportunities.

You will manage and develop a high-performing team, oversee forecasting and financial modelling to maximise ROI, and act as a key link across departments – championing commercial thinking and delivering initiatives that grow passenger revenue.

What else you’ll be involved in:

Strategy & Insight

• Develop and deliver the commercial analysis and insights strategy, providing robust revenue reporting and actionable insight to inform wider commercial plans.
• Lead customer and market research projects, building strong business cases and ensuring outcomes directly shape strategy.
• Provide clear, tailored analysis to senior stakeholders to support data-driven decision-making.

Financial Planning & Performance

• Oversee annual budgets and quarterly forecasts across passenger revenue, car parks and commissions.
• Monitor and mitigate commercial risks, protecting revenue through periods of change and operational disruption.
• Ensure commercial programmes and initiatives are optimised to deliver expected revenue benefits.

Leadership & Commercial Culture

• Lead and develop a high-performing Commercial Insights team, setting clear priorities and supporting capability growth and succession planning.
• Champion commercial thinking across the business, educating stakeholders on revenue drivers and influencing decision-making.
• Represent the business at industry forums, maintaining expertise in rail demand and advocating organisational interests.

What we need from you:

• Strong analytical expertise in data analysis, forecasting, financial modelling and visualisation.
• Highly commercially astute, able to interpret performance drivers and influence outcomes.
• Proven leader with experience developing high-performing teams.
• At least 3 years’ experience leading a data or insights team, with a proven ability to develop capability and deliver high-quality outputs.
• Strategic thinker with excellent problem-solving skills.
• Confident communicator, able to translate complex data into clear insight for varied audiences.
• Highly organised, with strong attention to detail and workload management experience.
• Advanced user of Excel, Power BI and Tableau.
• Educated to degree level or equivalent.

Experience or knowledge of UK rail revenue processes and industry systems (e.g. LENNON, ORCATS, MOIRA) is advantageous but not essential.

Main Duties of the role:

• Lead direct reports, ensuring objectives and deliverables within the accountability of the (Permanent) Timetable & Resource Planners are delivered to agreed timescales, cost, and quality, and through the required management competencies and business values.
• To ensure the compliance of the permanent timetable at all stages of the timetable development process; through collaborating within meetings and forums, including Timetable Development Working Group, Timetable Strategy Group and Timetable Readiness Group.
• To support on the development of business case opportunities for timetable initiatives which deliver sustainable, efficient, resilient, and compliant high performing, compliant, accurate, efficient and revenue generative timetables and train plans.
• To lead the delivery of the permanent timetable rolling stock and train crew diagrams which comply with operating rules, trade union agreements and constraints within agreed timescales.
• Leading regular meetings throughout the timetable development processes, to represent EMR and ensure the timetable offer is reflective of the agreed timetable scope.
• Confirm with the Network Regulatory Access Manager that EMR has the required track access rights to operate its permanent timetable plans in accordance with the Network Code.
• To lead and deliver projects successfully within the Annual Business Plan with other functions and stakeholders which are set to achieve the optimum operating timetable plan for EMR.
• To lead the relationship with the Amended Planning team and the Timetable Information team to enable the handover of the permanent timetable into the amending planning and passenger information publication processes.
• Lead the review process to monitor the performance and effectiveness of the permanent timetable once this is implemented.
• Lead the management of the Operational Planning Rules process"

 Skills and Experience required

• A passion for people and stakeholder management
• Demonstrable experience of train planning is prefered
• Computer literacy required in common applications such as Word and Excel
• Ability to comprehend and take cognisance of EMR’s wider business strategies.
• General knowledge of East Midlands railway geography, the train services and rolling stock operated by EMR
• Excellent communicator and team player
• Willingness to travel in order to maintain excellent working relationships and communications with Network Rail and other TOCs
